The HCA Board of Directors typically reviews RA DRB applications, reaches agreements on non-opposing or opposing Affected Party status, and authorizes Corporate Officer signatures at monthly Regular Meetings. HCA Officer signatures are not mere acknowledgements, contrary to several misinformation sources. No Director is authorized to sign RA DRB applications without corresponding full HCA Board reviews and AP decisions.
However, the October 2025 community RELAC chilled water system closure announcement increased the need for such reviews, decisions, and signatures more quickly.
In response, Directors agreed at their February 21, 2026 monthly Regular Meeting to further assist Members specifically with their exterior HVAC equipment RA DRB applications by meeting weekly. Starting Wednesday, February 25, 2026, and as determined by demand and unless posted otherwise, HCA will conduct Special Meetings of Directors online every Wednesday specifically to finalize previously submitted applications, and to review new exterior HVAC equipment RA DRB applications, for compliance with cluster standards during non-public Executive Sessions.
These weekly meetings will include and satisfy quorum and 3 min. per household comment period legal requirements, but may not include other typical or non-HVAC Regular Meeting agenda items. Neither Member attendance nor comments are required. Full agenda Monthly Regular Meetings will continue every third Wednesday of each month.

IMPORTANT NOTES:
To shorten HCA review, decision, and signature process times, HCA Members should submit all completed RA DRB .pdf format softcopy applications and supporting documents to the HCA Board of Directors FIRST. Applications submitted to RA DRB first, and/or that use their new automated workflow system, will incur temporary HCA opposing Affected Party status and hearing delays by default due to unrealistic RA DRB response time requirements that attempt to undermine required HCA processes. So send your RA DRB applications first to directors@hickorycluster.org. HCA will collaborate with you to resolve any unmet requirements and on additional process steps.
Applications are processed by HCA roughly in the order received, depending on degree of completion and number of open issues. Application packages prepared by HVAC contractors are usually grossly incomplete, misinformed, relatively useless, and delay the application process.
